There have been a bunch of stories like that. I know that Soledad has a couple in her Sleeping Dragons series where Rhys and Andy work for TW - I think Gwen screws up one time too many and is retconned. The overall series is called Sleeping Dragons, and the second part is called My Big Fat Torchwood Wedding. She posts at OtherworldLibs (I think that's the name of the community).

I truly expected her to die in the first ep and I literally went "No f*cking way!" when she not only survived but joined TW!

She should have been dead after Lisa or the cannibals. I was happy when Suzie came back until Gwen survived. Then I thought maybe Gwen will sacrifice herself in "End of Days". No luck. Then Owen just had to be brilliant in "KKBB" and he and Jack saved Gwen just before she could (do us all a favor and) throw herself and John into the Rift.

But NOOOOOOO! Torchwood didn't need her to be the "human" link to the rest of the world. Especially as she kept proving to be juts as cold and selfish as she thought the others were.
