I have read somewhere that RTD said Gwen was working as a PC for six months before she started at Torchwood. Surely she had to work somewhere else before becoming a PC. Any ideas?

I have no idea. There is a part of me that thinks that seeing as her and Rhys met when they were in collage ( I am guessing that means a community collage and not a university ) I could see rhys being the one who got a job and supported her through her police training. I mean, she can basically get him to do anything for her, i bet she could get him to work so she could swan about at the police school or academy.
The thing is though, with her kind of personality, i am amazed she could keep a job. She never really did any work, never took any responsibility and tried to tell her boss how to run the place constantly and through fits when she didn't get her way, in the real world and not the la la land RTD lives in, she would of been fired. And i am going to sound really bitchy when i say this, but she probably would of slept with her boss in order to stop herself from getting fired. My mum has worked plenty of people like her and they practical sleep with anybody and if they can use it for leverage, they will.

Maybe she worked for some of her parents' friends? Or was she living off of her parents and Rhys? Or drifting from job to job?
I mean it would be quite difficult with her attitude to keep a job and unless her bosses were enamoured with her she would lose her job pretty quickly. I know if I were her boss she wouldn't even make it till the end of her trial period without some fundamental changes in her attitude and manners.

If Gwen was actually a prostitute, she would not have been the hugely insensitive person she is on the show. Someone who has been there wouldn't have the childish narrow viewpoint she has.
I'm going to go with misc jobs, with living expenses paid for by her parents.

On the other hand, did she just wake up one morning and decided that she is going to become a police woman? I know RTD isn't much into character developement and plot continuity, isn't she supposed to be his favourite character? I mean all the characters have some kind of a background, it's like she didn't even exist before she joined the force.

...but I think that if her parents were relatively well off, enough so that she didn't have a job before she made it out of the police academy, after numerous tries, makes as much sense as Ianto and his sister having different accents.
...and dude, apparently, people who are well off aren't allowed to wear leopard prints. I know someone who know someone who is rich, and I don't mean to hate on him because he's an awesome person, but he looks a bit like a hobo... If you have money, you can AFFORD to dress well, but at the same time, you can also afford to afflict 'common afflictions' like Spike did in Buffy. You especially won't have to worry about how being rude to authority figures would get you into trouble if your rents can bail you out. Being confined to rest due to Trips and with my sister looking after everything I am VERY bored so here I am rambling---
I had a think about what Gwen was before being a PC and decided, rather wickedly, that she was a waitress who picked up men in her spare time---
Or maybe she worked in my local Tesco, stacking shelves. I think I saw her there once some time ago, trying to stack in an artistic, meaningful, and heartfelt manner---

Waitresses are actually required to have at least some basic people skills and Tesco actually don't hire just anybody. Moreover, people working in customer service can usually think before they say something.

I can just imagine the main female lead: Gwendolyn Cowper, Countess of Cardiff, just finished her third PhD degree, preparing for the world tour of her sixth best-selling historical/sci-fi/romantic novel and lounching her own line of lingerie, beautiful, kind, witty, several foreign languages speaking, has to decide between three men: all of them different, all of them love her passionatelly and completely. And wait for the twin to come in the second season, she is evven more awesome then Gwendolyn.
