I think the writing could have been tighter
With Owen and Tosh, I can both see the Why, AND the Why Not. It's canon that Tosh falls in love serially, but most of all, with Owen who has been there the longest. It is canon that Owen does have a tender side, and I think Tosh is very dear to him. It's also canon that Owen has stated that Tosh is not his type, and I think within the whole series, that makes sense. Both Tosh and Ianto are people who Give All, and I think Owen finds that scary.
Likewise, I think their Janto is missing a lot of nuances.

Re: I think the writing could have been tighter
Of course, the break in the pattern could be Owen's fiancee, we really don't have much of her since when she was shown, she was losing memories already, but hey, she was the marrying type, it's possible that Tosh is like Kate, a type that Owen abandons after Kate's death, turning to women like Suzie and Gwen and Diane, but if so, it needs to be shown! It needs to be addressed why Owen is opening himself to that again.

and for the record, I am personally in love with the way 'small worlds' was handled, and the change they made, and I very much recommend this whole thing (thank you for posting)
